    IP address changing to access a banned site.

    Are they really doing this? To access a site you've been banned from is now illegal?

    If I'm interpreting that article (and some of the comments on said article) right, changing your IP to access something you've been banned from isn't really illegal, but using a random proxy to hide yourself and access something you've been banned from is.
